Comment(by rransom):

 `circuit_get_by_rend_query_and_purpose` is only called by
 `rend_client_introduction_acked`, so we can just rename and modify it in
 place rather than adding a new function.

 I no longer believe that this bug can occur in 0.2.2.x.
