 I'm not sure what this would gain me as a service operator... It might
 slow down real DDoS attacks a little, but if i have one troll on my forum
 I bet that troll won't mind using a few cores to continuously prove work
 and keep posting spam. Did I miss a use case here? It seems to me that the
 services that ban Tor are mostly concerned with individuals, not so much
 real ddos.
