 The paths reported by tor instances within jails are incomplete since they
 don't account for the jail prefix. This means that TorCtl either needs to
 run in the same jail context or TorCtl needs to allow the caller to
 specify jail prefixes.

 Like 4629 this prevents controllers from connecting unless they use
 preauth_connect and manually correct the path (which is what arm does).
 For other paths that need to be expanded see the arm uses of the
 getPathPrefix() method:

 With stem I'll either me making this a config attribute or a global the
 caller can set.
