 In the past, "FetchUselessDescriptors 1" was what you wrote in your torrc
 if you want your Tor client to keep fetching directory stuff even when it
 doesn't see local socks requests. That's how we configure the Tor clients
 for the bwauths, the torstatus installs, etc.

 With the switch to "usemicrodescriptors 1", we seem to not be fetching
 old-style consensus and descriptors, even when FetchUselessDescriptors is
 set. This behavior confuses all the scripts.

 We should pick how we want to have users tell us to "fetch everything,
 even when you think you don't need it", and make it work.
