 Please consider providing a way to identify rules that are enabled by
 default but disabled locally, or disabled by default but enabled locally.
 Currently, neither does the rules list in the preferences offer such an
 option, nor are such rules identifiable in about:config (since it lists
 preferences for every rule as locally changed).
