 We fixed #1125, and we had seen the #1125 crash produce an empty-string
 'BUG' control-port event (reported by 'gonefishing'), and we thought the
 reason Tor was emitting an empty-string 'BUG' event was that Tor crashed
 before sending the description of the bug.  It seems we were wrong about
 that part.
