 No.  I'd still like to see the code to make a list of the options that
 changed moved out of `set_options` someday (since it requires utility
 functions private to control.c, it can only be moved into a utility
 function there), but that refactoring can wait.  Also, this shouldn't
 conflict with my #3457 branch (I reclaimed `EVENT_LOG_OBSOLETE` instead of
 grabbing a new event index).
