 The url for SSL protected access to reCAPTCHA has been changed:
 https://groups.google.com/group/recaptcha/browse_thread/thread/57baacc2a067035a

 So the GoogleAPI ruleset needs to be changed to redirect from
 http://api.recaptcha.net/ to https://www.google.com/recaptcha/api/
