Comment:

 This is something I'd be excited to see designed and deployed in the 0.2.3
 timeframe.

 Most of the infrastructure is in place -- we just need to not use it
 unless the connections to the 'main' bootstrap mechanisms fail. See also
 #2878 for an interacting issue.
