Comment:

 Looks like there are multiple bugs all going on here at once.  We
 shouldn't wait on fixing all of them to merge the fixes we know about for
 some.  The known good ideas are:

     * merge the (fixed) gmtime fix
     * Tolerate failure to write to files better.
     * The LastWritten fix would be neat.

 The unknown stuff to investigate more is:

     * look into a more complicated incant to open files on windows
