 Option 3a is to remember the n most recent advertised values and take the
 lowest of those for use in the ratio computation.. This option could be
 combined with option 1, to reduce the number of n values we need to
 remember (which would be a function of option 1's expected measurement to
 client turnaround, or about 4-6 hours)
