 We should break out the "500MB/3" to make the logic clearer.

 If I understand it right, it means we make sure we've used 95% of our
 allotment, AND make sure we have no more than 500MB of traffic left, AND
 make sure we have no more than 3 hours of traffic left at the current
 pace, before we enter soft hibernation?
