 Here's a thought: we could make it so the severity is at INFO if the
 number of missing certificates is sufficient on its own to make the
 consensus potentially good, since we're trying to download all missing
 certificates.

 Of course, probably we don't want to do this for any certs that we've
 tried to download a couple of times and failed at getting.

 I'll try to hack this up.
