 BUG
      "REASON=STRING"
        Tor has encountered a situation that its developers never expected,
        and the developers would like to learn that it happened. Perhaps
        the controller can explain this to the user and encourage her to
        file a bug report?

        bug appears frequently.}

 And REASON seems to be empty in this case.
