 I think it's a low priority, but still worth fixing if somebody wants to
 fix it. The fix is probably something like, "If we notice that our
 observed bandwidth has been over 200% higher than our accounting-predicted
 bandwidth over the first 50% of our our bandwidth usage, then recalculate
 the soft limit."
