 I guess this happens because we had a very small expected usage recorded
 last month (because we included the soft hibernation time when calculating
 it) so that we didn't expect to finish the remaining amount of bytes in
 the next second (this can happen with barkerjr's setting of 50GB/month,
 that's just an average of 20kB/s).

 The question is whether we actually want to do something about it. I think
 the answer is probably no, because this bug won't affect many people (only
 those that have huge pipes, small traffic/month accounting, have a bw
 estimate from the past, this bw estimate from the past was generated with
 an older Tor version).
