 If the event is short and sweet then I have no issue with it being on by
 default. In that case it's useful for both controller users and non-
 controller alike. :)

 Agreed, though we don't need two options. There could be one flag (say,
 "HeartbeatVerbosity") that could be set to:
 0 = off
 1 = single, short sentence (default)
 2 = dump of the flags, both upload/download rates, average rates, and
 whatever else a controller substitute might want
