 The filtering stuff is in.  The traffic-spike code is maybe stuff we
 should debug first.  Or we could just go ahead and try it out and hope
 that any bandwidth-hogging weirdness will get detected soon.  Libevent
 2.0.9 will be required; that should be out by thanksgiving.  Building from
 libevent git master would also work.
