New description:

 Since Measured BW votes are only used for consensus if there are at least
 3 of them, this scheme will never work on a private tor network with less
 than 3 auth dirs.
 I wonder if it would make sense to reduce this check to only one valid
 vote to be necessary if TestingTorNetwork is set.
