Comment:

 Seems a lot like a job for Thandy to me. OTOH, there are some systems
 (most of the unixes with good packaging systems) that will probably not
 use thandy for their updates.  But these systems will probably get Tor
 updates anyway, so they'll wind up with okay GeoIP databases.

 So I'm closing this as wontfix; please comment or reopen if you disagree.
