 Lately we've had a number of Ubuntu users in countries that censor
 torproject.org trying to download the Debian packages from our
 Debian/Ubuntu repository and failing to do so because of the
 aforementioned blocking. We should add the .debs to gettor.

 This appears to mostly be a consequence of us not having Tor in the Ubuntu
 repositories, because we don't see it with Debian and rpm-based distro
 users, so an alternative is to get it back in, but that is also fraught
 with complications.
