 It's impossible to prevent appenditition to a queue with at least 1 cell
 per each relay_begin request, with a such or another patch. Slowdos is
 guaranted. All situation looks like the trap.

 The second BUG msg could happen for an every middle relay while a queue
 have been grown for a some reasons for more than the high-water mark. Any
 investigates after a such msgs about question "why" is only the time-trap.
