 I wonder if some aspect of cell queues could be at fault here.  We might
 be filling up the queue with cells from one stream, then not having any
 space for cells from the other streams.  Or it could be more complex and
 involve connection buffers somehow.

 I think our next step is to run your 6-stream test again (assuming you can
 do so easily) with a Tor modified to log the state of the cell queue and
 the connection buffers in a pretty verbose way.
