Tor 0.0.7.2 is out

There were a few more instances of the bug that caused us to put out
0.0.7.1. Sorry for the trouble.

Servers only need to upgrade if they're still crashing. Clients should
still be fine with 0.0.7.

Improvements since 0.0.7.1:
  o A better fix for the 0.0.0.0 problem, that will hopefully
    eliminate the remaining related assertion failures.
