 With the patch for #26345 we hid the global cookie settings as well while
 still allowing users to adjust their cookie settings on `about:config` as
 cookie permissions are controlled just by a preference,
 `network.cookie.cookieBehavior`.

 We could think about bringing the cookie UI back, though.
