 We have [https://blog.torproject.org/comment/284874#comment-284874reports]
 that 32bit (but not 64bit) installers show (sometimes?) only two locales
 which is way less than they used to show.

 It's not clear yet when exactly this started to happen but some time
 around Tor Browser 8.
