 Two notes:
 1. For the `How to Request a New Identity` button, we used the existing
 highlighting method that Mozilla implemented. It adds a background color
 to the hamburger menu item, which seems OK.
 2. We have not tested the `Adjust Your Tor Network Settings` button with
 the WIP progress patch for #31286 but it should work (we did test it with
 other preference categories).
