#29870: Tor Browser hotkeys stop working unexpectedly

 This has happened twice on two machines and on two different versions of
 tor: the hotkeys such as Ctrl+Shift+L and Ctrl+Shift+U stop working and
 their actions can only be called from the drop down menu. Hotkeys such as
 Ctrl+R still work. Apparently there is an option to disable keyboard
 shortcuts to avoid accidental triggering within preferences, but I was not
 able to find within preferences or about:config.
