 Okay, so, to be clear: 7.0.4 is the first version that is not working for
 you anymore. If that's the case let's try figure our what in the new
 version broke for you. 7.0.4 contains a new Tor version. Could you do the
 following: extract both 7.0.2 and 7.0.4 into different directories and
 replace the `tor.exe` in 7.0.4 with the old one shipping with 7.0.2 before
 you start the first time. If you open the Tor Browser directories with
 your explorer the `tor.exe` file is at `Browser\TorBrowser\Tor`
 respectively. After having copied over the older `tor.exe` over the one
 that we bundled with 7.0.4, does 7.0.4 start and work as expected?
