Comment:

 Huh, okay. Where did you get Tor Browser from and where did you install
 it? If you look at your Tor Browser installation, which libevent*.dll do
 you have in your Browser\TorBrowser\Tor folder? Could you list the
 contents of that folder in this ticket? Does the issue happen as well with
 a clean, new bundle downloaded from our website and installed to a
 different location (in case you have not done so)?
