Comment:

 I guess that's actually an exit relay issue. Right now, I can't even reach
 https://git.gnupg.org/. But that's with 197.231.221.211 which the display
 says is in Liberia. I recall that I had a bunch of times connecting to
 Mozilla's bug tracker with that exit. I often got a "secure connection
 error".
