 https://hg.mozilla.org/l10n-central is the repo to use (not something like
 https://hg.mozilla.org/releases/l10n/mozilla-release); changesets that are
 shipping can be found at URLs like

 https://product-details.mozilla.org/1.0/l10n/Firefox-60.3.0esr-build1.json

 (there are no tags in repos anymore).
