Comment:

 Since the only case where we want to disable the windows-x86_64 build is
 when we have `--target release`, we can replace the `var/torbrowser-
 windows-x86_64` condition with `! c("var/release")`.

 I pushed a patch doing that in branch `bug_25178`:
