 The plan is to not have the circuit display and related functionality in
 the Torbutton menu anymore (and ultimately not even in Torbutton itself
 anymore), so, yes, I think we should remove the menu item in the Torbutton
 menu, keep the shortcut but make it visible in the new doorhanger.

 I feel, it's not critical for getting v1 of this redesign out to users,
 though. (We could do this in a follow-up accumulating other changes we
 want found while testing)
