 We use a binutils patch to force ld to to keep the reloc section:
 https://gitweb.torproject.org/builders/tor-browser-
 build.git/tree/projects/binutils/enable-reloc-section-ld.patch

 FFmpeg is using a workaround to do that:
 https://github.com/TheRyuu/FFmpeg/commit/91b668acd6decec0a6f8d20bf56e2644f96adcb9

 We should check if this workaround works for us too. Using this workaround
 might be easier than fixing the binutils patch to make it work for x86_64
 builds, for #23228.
