 Not sure if I understand your questions in the context of this ticket. We
 are disabling tracking protection for Tor Browser and this ticket is only
 open for making the respective UI changes. It is confusing having one
 thing disabled (because we think that's the right thing to do) but
 presenting the checkbox to enable it in the UI on the other hand.

 Now as to why we think we should enable it in the first place, have a look
 at https://www.torproject.org/projects/torbrowser/design/#philosophy
 section 5.
