 We use the backend for Containers (OriginAttributes) for First Party
 Isolation now.

 I don't think Tor Browser should have containers. I think we could
 consider it if we're getting user complaints that they are unable to
 accomplish common web tasks they want to because FPI completely breaks
 these web sites/applications.
