Comment:

 This problem occurs because of the following code that is in
 torbutton.xul:

     <toolbar id="nav-bar">
         <menupopup id="torbutton-context-menu"/>
     </toolbar>
 }}}

 We need to move the menupopup to an element that is always available such
 as the mainPopupSet.
