Comment:

 There is no need for it.
 > Provide a simple zip file which extracts TBB 3 without an installer on
 Windows.
 zip file can't extract, SFX zip (.exe) can.
 > my system admin blocks all known installers
 Don't run it, just
 > I could simply unzip it and run TBB.
 You can do the same with, for example, torbrowser-install-6.5a2_en-US.exe
 (by selecting "unzip" in the context menu, if your zip is integrated into
 OS)
