 With #17329 we may have some Linux systems with "C.UTF-8" locale and
 others with "C". It's also possible, perhaps, that different systems may
 have different implementations of the "C" locale. We can investigate
 whether it would be possible to re-implement the JS Date object so that it
 is fully uniform across systems.
