Comment:

 Is the browser in full screen mode?  Here is a possibly relevant Mozilla
 bug:
 https://bugzilla.mozilla.org/show_bug.cgi?id=1058713
 (this has been fixed by Mozilla but not in the version of Firefox that Tor
 Browser is based on).
