 Here's a new version with 200x100 quantization. I believe I have now
 ensured that resizing doesn't occur at startup unless the window
 dimensions are not correctly rounded. Rounding is dynamically bound to the
 (reintroduced) `extensions.torbutton.resize_windows` pref, which is on by
 default:
