 Observed failure mode is that both tor and tor browser are running (in
 wondows 8) but no window appears.
 Neither are taking CPU time: appear to be stalled.

 Serveral attepts and kill-restart get to the 'refresh-tor prompt:
 however this doesn't completely work. The result is not the tor browser
 'home page' but a vanilla firefox one, and it won't connect to any URLs.

 Suspect that the immediate cause is low memory, which is not TB's fault.
 But breaking the installation is an undesirable way of handling this.
