 We have to decide how to handle adding new locales generally, I think,
 given that each new locale costs around 300 MiB disc space on our mirrors
 per release series which is why we are currently hesitating. If we get
 #12967 right (a thing we plan to work on) then adding new locales should
 be easily doable.
