 So, after much research, I can recommend a quick fix:

 1. Do not display this error: "Firefox is already running, but is not
 responding. To open a new window, you must first close the existing
 Firefox process, or restart your system."
 2. Instead, display this error: "Firefox is already running, but is not
 responding. Do you want to restart Firefox? (y/n).". If the user clicks
 "Yes", then restart Firefox.
