[TWN team] Announcing Tortilla to the Tor community

Hi Jason and Cameron,

I have read through CNet [1] that Tortilla has now been released. I am
now wondering if you had considered announcing its existence to the Tor
community.

As a coordinator for the weekly Tor community newsletter, I feel
uncomfortable mentioning your project without at least a minimum of peer
review. Authors of 3rd party tools usually announce their existence to
the tor-talk mailing list. Is there any reason for not doing so?
