[network-health] Switching meeting times due to DST? Here comes the plan.

Hello!

It's time for Daylight Saving Time in some parts of the world and other
parts of the world will follow soon-ish. Here is the tentative plan
outlining how this affects our current meeting time (which is 1900 UTC
on Mondays):

We keep 1900 UTC as our meeting time for now until the Europeans switch
to CEST, which is supposed to happen in the night from 3/28 to 3/29. In
the week following that, that is on Monday 3/30, we start the weekly
network-health meeting 1800 UTC and keep that going until DST is going
away again later this year.
