[metrics-team] How to get the running state of a Tor relay by its fingerprint?

Now I know I can use https://metrics.torproject.org/exonerator.html to get
the running state of the relay in the past if I have its IP address. But a
relay may change its IP address over time, which makes it difficult with
this method.
So is there any way to get the running state of a relay on a specific date
in the past if I have the fingerprint which is unique to the relay?
