[metrics-team] Delaying PrivCount in Tor

Hi,

Just letting you know that we won't start work on PrivCount in Tor until
December or January.

We're trying to focus on Sponsor 8 at the moment, because their
funding ends in December.

I am sorry I wasn't able to let you know earlier: we've been working on
our roadmap and priorities through October and early November. And
I had hoped we would finish Sponsor 8 earlier, so I could work on
PrivCount in Tor in November.
