[metrics-team] License for Relay Search

Hi All,

It looks like the authors of all major non-anonymous contributions that
are still present in the codebase are happy with the license change, so
I will make this change in #25744.

This will only affect metrics-web's repository as Relay Search is to be
merged into that repository. atlas.git will remain unchanged and all
future development of Relay Search will be in the metrics-web
repository. (See: #25392)
